It is the Spirit who testifies, because the Spirit is the truth.

  Good morning. Speaking of Jesus: this is the One who came by water and blood, Jesus Christ; not with the water only, but with the water and with the blood. It is the Spirit who testifies, because the Spirit is the truth. There is disagreement about what this means. Many say that the blood refers to the cross and the water refers to the water baptism of Jesus. When that happened, the Holy Spirit descended upon Jesus, and thus testified that He was the Messiah, the Son of God. If we receive the testimony of men, the testimony of God is greater; for the testimony of God is this, that He has testified concerning His Son (“this is My Beloved Son. Hear ye Him”. John was there when this happened). There are other beliefs about what the water, the Spirit, and the blood mean. Whatever they mean, Father we thank You for testifying that Jesus is Your Son.
